Can I use If statements to control my CPU fan?

I am asking because I dont like how when using the varibale control when CPU usage drops to 0% the fan stops spinning.

Should I have posted this at the LCDC site, if no one knows?

I unsoldered(acctually a friend) Jumper 2 from the matrix orbital so that external power is supplied to the display.
