In regards to the LK204-24-USB-XX and all other LCD displays, is it possible to upload a control program and and use the display as a stand alone control device with out the need for PC interaction.

Nope. While the displays are "Intelligent Displays", they only do what they are told, and are not able to run any programs/scripts/or code of any time. You need a host controller tellin them what to do.
