Another led fan problem

I recieved my MX222 a few days ago and have been browsing these forums since. I have searched and found similar problems to mine but the solutions either dont work or dont apply to mine. The problem im haviing is getting the fans to stay at 50% from power on. The screen comes on when powered on as the floppy power connection is connected and the fans go too at but as i have tried to adjust them in bootedit they dont run at the speed i want and the leds flicker. Although nothing seems to be saved to the mx222 when i turn off and on again. The leds flicker again and the fan speed is random. Ive heard about soldering something but not sure what or why or if applicable to do to my mx222. Please help im really annoyed as this is supposedly a great piece of kit and i have spent a lot of money and cant get it to do what i want.

Heres a pic of it is there anything wrong with it?

The default setting for the fan PWM is 100% at startup. The posting below will give you an idea on how to set the fan at 50%.
